The Operating Constitution of Padre Soccer League
PADRE SOCCER LEAGUE
CONSTITUTION AND BY-LAWS
Updated and Approved September 16th 2004
Padre Soccer League is established by authority of the Board of Directors of Padre Soccer League; hereinafter known as the Board. Padre Soccer League voluntarily affiliates itself with STYSA and the Coastal Bend Youth Soccer Association and submits to their rules and regulations in all areas involving inter-league play. Padre Soccer League reserves the right to voluntarily affiliate itself with AYSO or any other youth soccer organization. The Board will make decisions concerning intra-league activities and play.
JURISDICTIONAL AREA:
While affiliated with Coastal Bend Youth Soccer Association, the jurisdictional area of Padre Soccer League shall include an area bounded as follows:
Proceeding inbound on Kostoryz from the City Limits to South Padre Island Drive, easterly to Everhart, southerly, to Williams Drive, easterly to Staples, southerly to the City Limits
BOARD OF DIRECTORS
In the event that Padre Soccer League becomes affiliated with AYSO, any other comparable youth soccer organization, or in the event Padre Soccer League is no longer affiliated with CBYSA, then the jurisdictional area of Padre Soccer League shall be limited to the city limits of Corpus Christi, Texas.
President:
It shall be the duty of the President to preside at all meeting of the Padre Soccer League and the Board. As the presiding officer, the President shall have full authority and responsibility for the administration and conduct of the Padre Soccer League as set forth in the Constitution and By-Laws.
Vice-President:
Shall act as the presiding officer in the event the President shall not be in attendance and to have such responsibility, as the President shall deem necessary.
Secretary:
The Secretary shall keep an accurate record of all proceedings of Padre Soccer League and Board Meetings and shall have custody of all official papers and records. The Secretary shall also keep a complete list of member teams and members of the Board. At the expiration of the term, the Secretary shall turn over all books, papers and other property of Padre Soccer League pertaining to the office in custody to the successor and receive a receipt therefore. The Secretary shall also keep a schedule of events for League activities and be responsible for distribution of information to members.
Treasurer:
The Treasurer shall keep an accurate record and have custody of all monies of Padre Soccer League. The Treasurer shall render all just bills and receipts and shall submit a report at each meeting of the monies received and disbursed since the last report. The Treasurer shall pay all bills for budgeted expenses as directed by the President or the Board. Disbursal of funds can be expensed by check with two (2) authorized signatures. Board Members authorized to sign checks are the President, Vice-President, Secretary and Treasurer. At the expiration of the term, the Treasurer shall turn over all books, monies, records and other property of the Padre Soccer League pertinent to the office to the successor and receive a receipt therefore.
Coaches Representatives:
There shall be a Boys Division II/III Representative, a Girls Division II/III Representative, and as many other Division III/IV Representatives as the Board of Directors deems necessary. The Coaches Representatives shall be responsible for scheduling and the training of Coaches. They shall be responsible for game schedules for their divisions according to League policy and re-scheduling postponed games as necessary. They will settle disputes involving coaches, schedules, and practice sites, as well as maintain team standings. The Coaches Representative shall monitor the coaches in their division in order to maintain the highest possible standard of coaches’ conduct, sportsmanship and basic concept that soccer is fun.
Referee Coordinator:
The Referee Coordinator shall be responsible for the scheduling of game officials and shall be the Chairperson of the Discipline and Protest Committee (Amended effective November 24, 1991).
Past President:
The President upon leaving office shall serve on the Board in an advisory capacity for a period of one year with voting rights to be approved by the Board. The Past President shall also be in charge of advertising and publicity for the league.
Parent’s Representative:
The Parents’ Representative shall have the responsibility of organizing team parents. The Parent’s Representative will also be in charge of special events including team pictures, fund raising events and “Parents’ Soccer Day.”
Sponsors’ Representative:
The Sponsors’ Representative shall be responsible for all matters related to sponsors. This responsibility shall include recruitment, coordination, and follow-through for the League’s obligation to the Sponsors.
Field Director:
The Field Director shall be responsible for the selection and maintenance of Padre Soccer League Fields for the immediate playing season.
Director for the Development of Future Fields:
The Director for Development of Future Fields shall be responsible for the planning, development, and care of future fields for Padre Soccer League. This responsibility shall be assure that Padre Soccer League has an adequate number of fields and fields with the best practice playing conditions to serve the League in both the near and distant future.
Registrar:
The Registrar shall be responsible for registering all players, teams, coaches, trainers and volunteers of Padre Soccer League. The Registrar shall meet all registration deadlines set forth by CBYSA, STYSA, or any other organization that Padre Soccer League shall affiliate with.
At the expiration of the term, the Registrar shall turn over all books, papers and other property of Padre Soccer League pertaining to the office in custody to the successor and receive a receipt therefore.
Director of Training and Development
The Director of Training and Development shall be responsible for implementing programs to recruit, develop and train players, referees and coaches.
Equipment Director:
The Equipment Director shall be responsible for the selection, purchase, distribution and maintenance of the player’s equipment. The Equipment Director shall also be responsible for the selection, purchase and distribution of awards.
Voting Delegates to CBYSA:
The President of Padre Soccer League shall appoint voting delegates from the current Board of Directors to represent Padre Soccer League at CBYSA meetings and to vote in the best interest of Padre Soccer League.
REMOVAL OF BOARD MEMBERS:
A member of the Board who misses three consecutive Board Meetings may be removed from the Board at the discretion of the majority of the Board members, provided that the Board member subject to removal is provided written notice of the intended removal.
BOARD VACANCIES:
A vacancy on the Board shall be appointed by the President with the approval of the majority of the Board.
ELECTIONS:
Election of the Board of Directors shall take place at a special meeting of the Padre Soccer League to be held in November or December.
A. Nominations: The President shall appoint a Nominating Committee to seek out qualified candidates for offices for the coming year. Each member team shall have the right to nominate candidates for any office. Nominations from the floor may be made during the elections, with the provision that persons nominated from the floor shall be present and affirm their willingness to serve if elected, or such persons shall have stated their intentions in writing and this intention is presented to the President at the time the nomination is made.
B. Voting: Each parent or guardian of a registered player shall have one vote at the meeting to elect the Board of Directors. Each Board Member shall be entitled to one vote at the meeting to elect the Board of Directors.
ELIGIBILITY TO SERVE ON THE BOARD:
Any person who lives within Padre Soccer League Boundaries or a parent or guardian with a child registered at Padre Soccer League is eligible to serve on the Board.
Spouses may be nominated for the Board and may serve on the Board concurrently.
Neither shall a Board member, a member of a Board member’s immediate family, nor an employee of a Board member transact business with the Padre Soccer League in order to make a profit.
LEAGUE MEETINGS:
One League meetings shall be called to order each year unless otherwise specified by the President. All meetings may be attended by, and voting rights extended to, Coaches, Officials, Committee Members, and parents or guardians of Padre Soccer League players.
COMMITTEES:
Committees shall be appointed by the President as the need arises.
ELIGIBILITY:
Players
Those individuals are eligible as Players in the Padre Soccer League who:
a. At the time of registration legally reside within the city limits of Corpus Christi.
b. Prior to January 1st of the current playing season, have attained the minimum
age of four (4) years of age and have not exceeded nineteen (19) years of age.
c. Exceptions to the eligibility rules (a) and (b) shall require approval of the
Board.
Coaches and Trainers:
Any person desiring to be a coach or trainer at Padre Soccer League must:
a. Complete the Kid Safe Application and be eligible to receive a Kid Safe Pass,
b. Complete the required registration form,
c. Commit to take and pass at least a Module Coaching Clinic, and
d. Have not had their coaching or training assignment revoked for violations of Padre Soccer League policies and procedures.
PLAYER REGISTRATION:
Player registration shall be determined by the Board of Padre Soccer League.
ORGAINZATION OF TEAMS:
Divisions:
Divisions shall be formed of teams subject to registration:
Under 19 years of age - U19 18, 17, & 16 generally
Under 16 years of age - U16 15 & 14 generally
Under 14 years of age - U14 13 & 12 generally
Under 12 years of age - U12 11 & 10 generally
Under 10 years of age - U10 9 & 8 generally
Under 8 years of age - U8 7 & 6 generally
Under 6 years of age - U6 5 generally
Child’s age prior to August 1 of the current fall season determines playing division for that fall season and the following spring season.
Divisions may be merged with other divisions to facilitate scheduling, inter-league and intra-league play, or as otherwise necessary. This may require revision of the age brackets listed above.
Placement of Players:
The Coaches Representatives shall propose and the Board approve the policy for the team placement of players before each season. These policies shall be published by January 31st for the Spring Season and July 31st for the Fall Season.
Coaches:
a. Eligible coaches shall be assigned to teams by the Coaches Representatives with the
approval of the Board.
b. Any Coach continually displaying unsportsmanlike conduct will have his/her coaching
assignment subject to review by the Board.
c. A coaching assignment may be revoked by the Board at any time for willful violation
of Padre Soccer League Constitution and By-Laws.
d. Each coach must hold at least one parents’ team meeting before the start of league
Play for the purpose of communicating the Padre Soccer League policies insofar as good sportsmanship, fair play, having fun playing soccer and teamwork are concerned.
Team Funds
a. Division II, Super II, and Division I teams must open a team account to be maintained by the league.
b. Any team that disbans or leaves Padre Soccer League the remaining funds will be transferred to the general account and will not be paid out to the team, coach, or players.
Referee:
All Officials shall be assigned by the Referee Coordinator. All Officials shall complete such clinics as required by the Officials Representative and approved by the Board. All Division F teams shall provide a referee after teams are established.
TEAM MEETINGS, PRACTICES, AND GAMES:
Team Meetings and Practices:
a. No team meetings, work-outs, or games shall be conducted prior to placement of
Players, nor after the regular playing schedule, unless expressly authorized by the Board.
b. No player may participate in any team meeting, work-out, or game until he/she is
officially assigned to the team and has completed the Player’s Registration form.
c. No player may participate in any games until his/her parents have attended the Team
Parent Meeting, unless approved by the Coach and the League President.
d. The total of team meetings, work-outs, and/or games for each White and Red Division team shall be limited to six (6) hours per week between the first and last league games, unless specifically authorized by the Board. Blue Division teams are excluded from this limitation.
e. No White or Red Division team can practice more than twice weekly. Blue Division teams are excluded from this limitation.
f. Practices will not exceed two (2) hours per session.
g. No White or Red Division teams can practice at Bill Witt Soccer Complex. Blue Division teams practice privileges can be revoked at any time if volunteer work is not completed or at the discretion of the Board.
Scrimmages:
Games or scrimmages with teams not in the Padre Soccer League will require approval of the League President. Usage of the lights will involve a fee and must be paid prior to the game/scrimmage being played.
Equipment:
a. All players shall wear shoes with rubber soles or rubber cleats molded to the sole. No metal or fiberglass cleats allowed except in Blue and Gold Divisions.
b. All players must wear shin guards during games and practices.
c. The equipment provided by the Padre Soccer League will be issued to the Coach, not to the individual athlete. The Coach will sign a receipt for the equipment and is responsible for all equipment issued to him.
d. All equipment will be turned in immediately following the team’s last game to the Fields and Equipment Committee.
e. Uniforms will be furnished by the Padre Soccer League for White and Red Divisions and will be the player’s responsibility after issuance. All Padre Soccer League uniforms will be selected by the Board of Directors. Only acceptable uniforms worn will be those approved by the Board of Directors. Replacement of the uniform is the responsibility of the individual player.
Special Provisions for Games:
a. Inclement weather rule:
1. A practice or league game that is suspended before the beginning of the second shall half be replayed in its entirety.
2. A practice or league game that is suspended after the beginning of the second half shall be considered a full game.
3. All play-off and championship games shall be played in their entirety.
4. Inclement weather rule for tournament games will be decided upon by the Coaches Representatives and the President.
5. Unless games are called by the Padre Soccer Board prior to the start of play, teams shall report to the fields.
6. All games canceled shall be rescheduled by the Coach’s’ Representative for the affected Division.
7. It shall be the responsibility of the official to determine if play is to be suspended before the games is started. After the game is started, it will be the responsibility of the official to determine if play is to be suspended.
8. Blue Teams DII, Super II, and DI shall be responsible for all Spring Cup Referee fees if volunteer requirements are not fullfilled.
9. Referee fees shall be paid by the team if a cancellation occurs later than 24 hours before the scheduled game time. CBYSA game cancellation policy will be applied to determine who will be responsible if it is a non-Padre team involved.
10. Any Red (recreational) team playing in a Spring Cup will be responsible for all referee fees in excess of the one man crew referee fee. (Fees for the use of Assistant Referee's 3 man crews)
Forfeit Policy:
a. A game shall be considered a forfeit by a team if that team fails to field the minimum number of players to start a game. Teams scheduled to have nine (9) players on the field must have (6) players, teams with seven (7) players on the field must have (5) players and teams scheduled to have eleven (11) players on the field must field (8) players in order to avoid a forfeit.
b. An official shall be required to wait only fifteen (15) minutes for the team to field a minimum number of players.
c. All forfeits shall be subject to a Board review.
PAY-OFF AND CHAMPIONSHIP GAMES:
Tie Games:
A play-off or championship game ending in a tie at the end of regulation play will be decided as follows:
The teams will play two overtime periods. The length of the periods is indicated in A7 of the playing rules. If the score is still tied, a shoot-out with penalty kicks according to FIFA rules will decide the winner. Substitutions in the overtime period of a tie game is optional.
PLAYING RULES
Padre Soccer League shall adhere to all playing rules established by CBYSA, STYSA and USYSA. In the event Padre Soccer League is no longer affiliated with CBYSA, STYSA and USYSA, the Board of Directors shall establish playing rules.

AMENDMENTS:
Amendments may be adopted at any League Meeting provided that amendments have been approved by the Board and that notice is given two weeks prior to the League Meeting. A simple majority of the members present shall be necessary to amend. An amendment voted affirmative shall become effective immediately.
EXCEPTIONS:
A. Any item not covered by these Policies and Procedures will be decided upon by the Board.
B. Any exceptions to these Policies and Procedures must be approved by the Board.
